Why don't you just suggest a completely back-ended Database solution and
guarantee that they don't screw up the HTML?

If you can't build one yourself, check out www.treefroginteractive.com. They
specialize in back-end "take-control" websites. They also offer consultation
services and have a really spectacular portfolio.
