    No, it's not possible. Netscape 4.x does support mouse events on its
proprietary <layer> and <ilayer> elements, but not on the <div>. Aside from
the <layer> and <ilayer> elements, Netscape 4.x supports mouse events only
on <a> and <area> elements.
