I can't help you with your specific command line issues with CVS, but I can
offer you a GUI alternative. Take a look at the SF project here:

   http://sourceforge.net/projects/sfsetup

If you have WinCvs (.org) installed on your machine, then this package will
automatically install SSH and configure WinCVS for you. I've used it on
numerous Win98 boxes with no hassle - I don't see any major problems
arising on Win2000.

If you set up with this project, you may then be able
to use your command line utils (or the WinCVS GUI)...
