Hi Oliver

Why does it have to be JS? You seem to have server-side scripting
at your disposal.

You may run into some severe problems under Australia's 1992
Disability Discrimination Act (that's the one which gave the Sydney
Olympic Committee a severe kicking over their site) as client-side
scripted functionality is not deemed to be accessible to users with
disablities.

I've been working on an idea for some time now & I'd like some input.
I'm trying to create a global site navigation system using javascript.

Any suggestions on the best way to go about this?
