There are various ways to use repeating content in HTML pages. In a
Dreamweaver Template or Library object any changes you make to the master
immediately ripple into all the instances of that object throughout your
local site. Changes are made on your local machine, and so changes like
this do imply a file transfer.

If you'd instead prefer to only change and transfer the individual object
that you're editing, then this implies the use of Server Side Includes. In
this case that little "include" file is only integrated into the page when
it's served. It eases the file transfers, at cost of a little serverside
processing.
