i should have clarified.  on windows, tooltips are defined by the user via
the appearance tab in the display properties.

apparently nn6 thinks it knows better than the user and colors the tooltips
itself (probably based partially on the chrome the user is using).  yay for
maintaining ui consistency.  ;p

using nn6.1, i just noticed i wasn't getting any tooltips for alt text, just
title text.  anybody else notice that?
