    Yes, that behavior is by design. The Mozilla Team decided, I guess, that
the purpose of alt text is not to produce a tooltip. To produce a tooltip on
an image in Mozilla you have to add a title attribute to the img element.
This works in IE, too -- text in a title attribute will "override" the alt
text for tooltip display.
