I'm not sure if I understand his question, but if I do, it sounds like
he's typing the scp command in a TeraTerm window, which is connected to
his remote machine.  That's not what you want to do... scp is a standalone
command that doesn't have anything to do with TeraTerm.  He'll need to
install Cygwin or something (there are standalone scp executables for
Win2k -- that's simpler).  Then he can open a Command Prompt on his
Win2k box and type his scp command line.
