It's really a handy way to go.  I've seen this technique used before, for
example in the horde project:  http://www.horde.org

The one suggestion I would add is to give it some headers, such as
"Content-type: text/css" and possibly something to make the browser cache it
instead of requesting it on each page.  The css would never change as it
relates to the client browser, right?
