[thelist] Coldfusion CFFTP replacement

Since my last email we have decided to write our own
custom ftp tag (just for uploads/downloads). It will
be called <CFX_FTPTransfer>

I've done some work and got a tag working which is
transferring files in a second (as opposed to using
CFFTP which is taking 9 seconds).
