It's not a question of whether they should. Its a questions of whether they
will. You can't assume that they'll upgrade just to view your site. If you can
afford to lose a certain number of users, then by all means design for the
latest browsers and tell them to upgrade if they want to view it. But if you're
in a position where every eyeball counts, the unfortunate choice must be
backwards compatibility.
