in all honesty i think there are really three main reasons people don't
upgrade:

1-time. takes too long to download these updates on most 56k home
connections.

2-fear. we forget how many home users still put all files on their desktops
because they don't know how to use windows explorer. the idea of installing
software frightens many people and the install messages, which seem fine and
informative to most of us, sound scary to many home users. plus, since they
can't use explorer, they can't even figure out what folder to choose in the
usual "folder to install" dialog with its little "browse" button... and
these dialogs rarely say "just hit next to let the software install where it
would rather go". . .so they just cancel the install.

i personally have seen this happen several times; each time the user was
college-educated individual under 40. 

3-locked down. many corporate users are locked down and can't install
anything. since they're not supposed to be surfing at work, the firm doesn't
upgrade the explorer version that ships with NT, unless they have an
intranet with applications that require an advanced IE. . .

but i wish/long for advanced browsers. . .<sigh>
