It's not enough to point out the barriers to upgrading and try to remove
them (useful though that is). You need to positively sell that there's
reason
*to* do it.

Is that as a developer, or as a user?

As a developer, I'd love everyone to be on a standardised platform
with support for the current range of W3c recommendations. But as a
user, I don't actually care except in terms of envyware.
