I have a client that wants his website to appear at the top of the
search engines. Now, what I am not asking is how to get it there, that
will be figured out later.

What I am asking is how do people handle this issue in their own designs

and design companies? I have read several articles on this topic and
there seems to be two trains of thought on the matter;

Being good at search engine optimization is a full time job.  A web
designer cannot be a specialist at SEO, graphic design, and
programming.  There is just too much information to keep up on.  We
solve this problem by hiring specialists for each position - but some 1
person shops dont have that luxury.  Again, successful search engine
placement is not terribly complex, but it takes a tremendous amount of
time to do, as it is mostly trial and error.  My advice is to partner
with someone who has complementary skills.
