[thelist] older browsers - why are people still using them?

Here is the reason why our 2500 computers all have Netscape 4.61 - 4.77
installed and users are discouraged from upgrading it.

The university system here has mandated that we use WebCT
<http://www.webct.com> for our online course delivery. Netscape 6.0 beta was
released just after the current version and was found to be completely
incompatible and support for Netscape 6.1 is not planned until the next
version.

To move faculty, staff, and computer labs to Netscape 6.x and hamstring core
services offered here is unacceptable. Yet many web sites are eliminating
support for Netscape 4.x at the same time.

This is not isolated to WebCT. A few other products which are core have
similar problems.

Another reason:
We have only had partial coverage of DSL (and no cable of which I am aware)
here for the past 9 months. Many areas here are still not covered. People
who connect via modem typically get a 33K connection. I would not bother
downloading 14MB on that kind of connection. It is not worth it.
