I'm afraid that's not correct information.
HTAs can be written using almost any editor, just like HTML, mine are
invariably created using Textpad.
HTAs are not run of a webserver at all.
They can be downloaded from a webserver, like any program, but they are run
on the client machine.
Basically it allows you to develop windows applications using HTML as an
interface.
None of a normal HTML page's security restrictions apply, so you have
read/write access to the local disk, and the registry.
If you use an installer, your HTA program can have it's icon in the
start-menu, and on your desktop, and will run exactly like any regular
windows program.
