I vote for the fouth one. With the content bordered at the top and left
by the navigation links, the content is somewhat separated from the
header, giving it an illusion of layers. I think the the top left logo
should be larger. I would suggest resizing it so that the exclamation
mark is as high as the header and the text size equally as high less the
height of the red navigation bar. Let it overlap the text and dotted
arrow.
