a very simple way is to add the website to the "Restricted Sites" list in the Security tab of Internet Options.

Unfortunately, the code for the popup will more than likely reside on the acceptable website that you are viewing, so the window will still popup, but at least you won't see the ad.

you could also add the domain to your hosts file with an ip of 127.0.0.1
