Dave,
I've got an Apache on Win98 that works like a breeze.
(and I think I remember putting an Apache up on a WinMe in my former job and
don't remember any problem).

So maybe it's not a matter of system? Are you sure you've checked all that's
to be checked in the httpd.conf?
