[thelist] mailing list manager - recommendations?

im looking for a mailing list product for a windows based client.  He
would like to have a flexible desktop based program for sending out
email to current clients.  One of the required features is being able to
conditionally send email based on location, company, or purchase
history. The ability to import contacts from outlook would be a bonus.
