Sorry, that's true. The 4.0+ browsers do a pretty good job of layering
still images and HTML text, but they don't usually layer things which
redraw themselves, like plugins, controls, applets, even some FORM
elements.

(A minor exception is the "windowless controls" available in IE3+/Win, and
one of the few which takes advantage of this is the Macromedia Flash Player
through the "wmode" parameter in the markup. But IE/Mac and other browsers
don't do this same type of layering of plugins, sorry.)
