I was refering to the original HTML development team at CERN, I read
that they had specialists in cognitive science, and had chosen link
colors, heading sizes with their aid. I assumed the underlining of links
was part of this also, but I don't have the source for it at hand. If
you have material about it, please share.

I understand, I'm not one of those engineering-class usability
evangelists. Graphic menus and clearly marked text menus can
be clear enough without the link underline. The important thing is to
make things obvious: Ambiguity is the enemy of design!
