[thelist] special chars in querystring

Hi all!

I need to pass a value in a querystring which look like "IOC&SEC". Obviously
the parsing on the receiving end is messed up. Any idea how to fix it?
It looks like URLEncode will encode and decode, but this doesn't really fix
the problem, does it?

The querystring will still look like
page2.asp?id=001&strangevalue=IOC&SEC&othervalue=whatever

I am really stuck, maybe someone could help me?
