Solely based on my experience, the Denver, CO, area is on a par with
Sacramento, CA (from where I last moved).  So, it's not as expensive as the
Bay Area, but it can still be pricey.

Comparing it to the "rest of the country" is difficult, because of how large
the US is. But, I'd say it's above-average cost of living (though, probably
fairly typical for a big city).

As far as being a freelancer in the Denver area, I think it's mixed.  I know
2, and they seem to be doing well.  But most of the projects for one of them
seem to be from contacts she has in New York City.  Development jobs in the
Denver area suck right now, so hopefully freelancing will be better for you.
