provided an html version is produced.  if so, how usable that version is,
whether or not javascript is required to use that version, how much mind was
given to accessibility, how fresh the content is in comparison to the flash
site (moot if it's a well executed data driven solution), how complete the
html version is, etc.

provided the html version is available and not a nightmare to use, then
that's a valid point.  unfortunately, nearly every site i've seen where
there was an html version developed to complement a flash shit that's not
been the case.  the barriers to entry are as high for the html version as
they are for the flash version.  so what's really been accomplished?  well,
hopefully the overlap of the two barred groups isn't very big (though in
reality it's probably almost a 1:1 match).
