If you think that designing for accessibility takes extra work, then
I suggest you revisit your development practises. It should be nothing
more than doing it right in the first place.

To fail to do so is to explicitly choose to exclude users on an arbitrary
basis.

...and therefore accept the liability for failing to comply with the
growing
number of laws covering accessibility, and excluding arbitrary groups
of users (c.10% of the population in the US and UK, and I'd expect that
to be reasonably closely echoed in most countries).
