Looking at your actual post, I can see there is a "mistake": you are
using charset=windows-1252 which should be fine for Windows platform
message exchange, but is totally unsuitable for other's platform (Linux
in the first place).
The best alternative is to use ISO-8859-1 or ISO-8859-15 instead. I
know those ISOs have reduced capabilities than CP 1252, but the ISO
codepages are somewhat platform independent.

Support for Windows extended ANSI codepages is possible under Linux OS,
but you will hardly find it implemented. No "real" Linux user will want
to have "Windows something" on their systems ...
