what he said... as long as you know how it will degrade, and that's
acceptable, then it's probably not an issue...

i still tend to use web-safe as much as possible for large areas of flat color...

if you really wanna restrict yourself, then shoot not for 216, but the only 22
colors that are *truly* web safe (which is good if you dig greens):
