I've used Opera 6 for both Linux and Windows and I love the stop pop-ups
option. There is even a quick preferences menu as opposed to the more
detailed one which lets you change settings on the fly.

You have to deal with Opera being adware until you buy it, but it is
great to try and then buy.

Small download: 6 MB
Small footprint: Less RAM used
Tabbed windows: Easy management.

Opera: Priceless (well ~ 40 USD)
