Am I missing the point here or is the universtiy asking you do something in a
manner which is not really practicle ? it's not cost effective, it involves
training staff in new procedures and traing any new incoming staff in an area
they are not employed to deal with ?

This site is crying out for ASP, you can then give accurate permissions on
seperate areas and the site can be updated with simple , update forms ? and
every member of staff will be used to using online forms ???? the information
is then only affected in the editable regions !!!!

The University benefits in a number of ways....

no re-training involved
an integrated database system which can also be used for other areas of
business
easily transferable to spreadsheet for analysis
integrated mail out all taken from database
records of activity by each individual
etc... etc... etc...

I have been involved with implementing these systems in to other universities

check: http://www.wlv.ac.uk/[1] and contact them for feedback on the use of
their CMS it will give you the "ammo" of logic you require.

also http://www.londondance.com[2] both have simple content management systems
that are used by editors who have absolutely no knowledge of all things
web-like.

There comes a time when you have to stand up and fight back... if you take
everything they throw at you and simple deal with it, you will not do the best
job for you or them, they will continue to abuse you with unfounded,
outrageous and simply dumb ideas. and ultimately will continue to treat you
with a lack of respect... do the business and put them straight.
