If a web page coded in plain HTML is correctly structured, and controlled
using CSS, there is no reason why it can't be printed straight from the
browser, without having to incur the extra download penalty of an external
file (PDF etc.).

As to technique, I use print style CSS on my own site and I can point you to
NUBlog, who have published an article on this very subject.
