One reason for doing it is that the designer wanted a rollover on the
Submit button, which I don't think works with <input type="image">

Making the rollover more important than the form submit is of course a sure
sign of wonky thinking.

What really sucks is the people that use an anchor around an image with an
href of javascript: to submit the form. That particular technique seems to
make quite a number of sites unusable for IE 5.1 on MacOS X even with
JavaScript enabled.
