I think NN6 follows the old NN approach of collapsing bg color on a box
element to fit only the text rendered, not the text and its implicit
padding.  The "text" being rendered in this case is the A:hover, which
is taking on the text attributes associated with td.   This is borne out
by using CTRL + three times, which sizes up the text on the page so the
td text size is big enough that the bg color on hover covers the entire
td cell height.  So if your navbg class has text sized to about 14
points, it should not break your td cell heights, as you specify no text
or alt text for these cells, but should allow the hover bg color to
render to fill the entire cell height.  I haven't had time to test this,
but I think it will work, given the results of CTRL + three times (hover
bg color works, cell height's stay the same).  HTH.
