+1 to all that, particularly on the paying money front.

Depending on how well targeted they are, and what segment they're in, and
how accurate the information is (people move jobs... - B2B lists are quite
volatile), you're probably looking at a few hundred US$ per thousand
records for a one-time use. There will be some dummy data in there to
ensure the one-time use btw.

If they want this kind of data, they're going to be paying someone like Dun
and Bradstreet (http://www.dnb.com/) to get it.

AFAIK  SIC codes are simply codes which classify industries into sectors,
and as such don't update very often.  I've got an XML file containing all
of
the codes I grabbed off a UK government site
(http://www.normanberesford.com/sicCodes.xml)

If you're client is actually after a list of buisness for each particular
SIC code, along with contact details then my guess would be that they're
going to have to pay a hefty chunk of money for them.
