[thelist] <hr> and Netscape

Does Netscape not recognise % with horizontal rules?

I have :

<hr width="100%" color="#A5B8A9" size="3">
In both Netscape 4 and 6 the rule does not appear, there is a sort of
indent where the line should be.
IE displays the line in its correct colour.

If this is not possible, how do you achieve a line that will stretch
with the window depending on the size. I do not want to put the line in
pixels because those viewing with a higher res or larger window will
have the line cut off half way across.
