Howdy,

IIRC, a service set to manual will still start on boot if it was running
when during shutdown.  It just won't start if it wasn't running when the
machine was shutdown.

If my goal was to prevent a service from starting at boot up, I'd set it
to "disabled" and reboot.

Quick fix, try setting the WWW Publishing Service to "Manual", and
reboot. The WWW Service should not start on reboot, and then you can
install your software.
