Yeah, I would lose the splash page, or at least reduce the size of the
image (and possibly the filesize) to make it load faster. Also, does the
big black Ministry Training College graphic have to be *that* big? Since
it's not linked to anything, does it even have to be there at all?

Put the mouseover script inside the <head> section. Oh, and preload the
rollover images. That alone will quicken up your pages tremendously!
