first of all, a word of warning.  nn4's background image support is
pathetic.  that being said, your problems are very solvable.

here's the first problem (line 21):

<td background="images/2-2a.jpg" valign="top"></td>

notice you don't have any content in the cell.  netscape won't render a
cell, its background color, or its background image if it's an empty cell.

and your second problem is the same thing (line 47):

<td background="images/6-2_bkg.jpg"></td>

place a non-breaking space (&nbsp;) or spacer image in the empty cells to
pad them out with content and it should all work smoothly for you.
