Easiest way I've found to create links like that is to use the HTML email
setting. The basics:
1. Start a new email message.
2. Click on "View" and make sure "Source Edit" is checked. You should get 3
tabs on the bottom saying: Edit, Source, Preview.
3. Create your message using the Edit tab.
4. Click on the Source tab and manually go in and add your <a
href="somefileorURL"></a> tags to the line of type you want to be a link.

That's about all there is to it in Outlook Express. You can have Outlook
running on your machine and use it for it's calender, notes,  features, etc.
and still use OE for your email if Outlook doesn't do this for you.
