Since these templates all use CSS instead of tables for layout and Netscape
4.x has many CSS bugs in this area, the templates are coded so that
Netscape 4.x cannot see the CSS.  In general Netscape 4 has too many CSS
bugs to want to count:

Though they are around 2 years apart, .73 and .79 are virtually identical
as far as HTML/CSS rendering goes.  So if you're committing to support
4.79, you could go virtually back to Netscape 4.5 (1998) and still be
basically supporting the same browser.
