Have you enabled ad blocking in Norton Firewall? If so that's probably
blocking your gifs based on their names. When you connect to the Net you're
likely using Norton as a proxy server to filter out the banner ads (real or
not). Locally, if you're not making an http request the proxy doesn't kick
in so you can view the graphics.

Re-name your server graphic something innocuous like myGraphic.gif and see
if it's visible again.
