the w3c recommends using them hierarchically

some of us don't buy that, because structurally, heading tags do not nest

search engine relevance may influence how you number them, but be careful,
because search engines are smart, and may penalize a page with too many
h1's for example

css is definitely the way to go for headings

moderation here too is advised, because if you find yourself heavily
styling headings or defining different heading classes just to make your
layout look nice, you might as well use font tags
