For New York and the surrounding area there's New York PHP at
http://nyphp.org.  There has also been interest in starting other
groups in the outlying areas, so if you live in the Northeast corridor,
PA, NJ, CT, MA upstate NY or Long Island, http://php.meetup.com is an
excellent way to get together.
