I'll second CFBoards. My friend and co-worker developed it. I've seen the code, tested it, and am going to run a discussion site based on it. It also scales very well.

it--$1200 for a corporate license. Another choice that looks reasonable is
CFBoards (www.cfboards.com). The corporate license for CFBoards is only
$595.

I found a link to the old Allaire BBS software, but apparently they've
pulled it completely. Clicking on the link yielded a page not found.
