I'm afraid I can't recommend a book, but when I last played around with SVG
I found WebDraw from JASC extremely useful:

The free evaluation version lets you visually construct SVG image "design"
mode and then switch to a code editing view - great for messing around with
the specification. I didn't think it was worth the asking price of $179 so
I no longer have the software installed, but the trial period should be
fine for getting to grips with the language.
