[thelist] validating XHTML - special characters

This posting was from another list. I am posting it here to see if
someone has an answer to my friend's question.

"OK I have a XHTML question. How do you post a link to a URL that
contains non kosher XHTML special characters?
Example:
href="http://blog.hotornot.com/r/?eid=OMG&key=PJYU"
If I post this the XHTML validator is going to give me an error on
the ampersand and the question mark


But if I have the link
href="http://blog.hotornot.com/r/?eid=OMG&key=PJYU"

it will be valid XHTML but it will not work as a link.
