DNS resolution has nothing to do with Apache. localhost has been an established domain name resolving to 127.0.0.1, the loopback IP address, since the early days of the web: http://www.landfield.com/rfcs/rfc2606.html There is no reason why replacing a domain name with its corresponding IP address would make a difference within Apache's configuration.
