[thelist] MS's toolbar.js

All it covers is the black toolbar at the top as Todea suggests.  This is
true of all the main MS site as well as the MSDN site.  While working for
the local government in FL we "borrowed" this for a subscription service
they offer (and yes, before you ask it is/was a blatant rip
off).  Actually, if memory serves, there is at least one more js file
involved but I forget which as it has been a few days over a year since
I've worked there. =/
