There's nothing that says you can't create an administrative tool that can read in the .cfm or xml file, provide the client with the means to edit it, and then save the contents back out to that dynamic file.  I've resorted to this for a few projects where the information was changing so rarely it didn't make sense to have a database hit (or a table with a single record, ugh).
