A friend of mine wrote a program that did something similar thing for fun a
while ago.  It would take a bitmap and convert it into an HTML page.  He
used tables though which isn't quite a "elegant".  He managed to turn a 30Kb
bitmap into a 2Mb html page which is a kind of acheivement I suppose :D
